Public service provision system (SSU) Allows you to translate into electronic form the process of providing electronic services at all levels – federal, regional, municipal. This is ensured by integration with Unified portal of state and municipal services (EPGU) through System of interdepartmental electronic interaction (SMEV).
Below is a description of a standard solution based on EOS for SharePoint ESS, which can be implemented for state bodies, ministries, departments of any level.
The system implements the following specific functions necessary for the provision of public services in electronic form:
automatic registration of applications for the provision of public services received from the “Unified Portal of State and Municipal Services” (EPGU), www.gosuslugi.ru;
acceptance of applications for public services through the MFC;
consideration and execution of applications;
monitoring the execution of applications (issuance of instructions, monitoring their execution);
creation of requests to other departments to receive information necessary for the provision of services;
receiving answers for interdepartmental requests in an automated mode;
Monitoring the processing of applications (configurated data submission and reporting forms);
Formation of the history of processing applications;
automatic update of the status of an application and sending an response to the applicant in electronic form – through EPGU;
The possibility of applying an electronic signature in any processes of interagency interaction.
Together, all the possibilities of this decision are significantly increased both by the effectiveness of work on the provision of public services and their quality.
To organize the provision of electronic services, the following is necessary:
One or more state bodies can be connected to the electronic document management system. For regions, the best effect is achieved if a single basic platform is used in all executive bodies. The SED supports the organization of a single document management for several bodies in one database in such a way that each of them works only with their own documents.

The system implements the specialized functional processing of applications for the provision of services received through the channels of interagency interaction (through the SMEV and EPGU).
Web servicethat ensures the integration of EDMS with the “Unified Portal of State and Municipal Services” (www.gosuslugi.ru) through the SMEV.
These three components that the EOS company develops do not require the deployment of third -party software.

How it works ?
The following is an illustration of the work system for the provision of public services (SSU) on the basis of EDMS EOS for SharePoint.
The applicant is authorized at EPGU:
The applicant studies the description of the service, fills the fields with the necessary data, and also attaches the required files:
On the portal, according to the parameters “place of service” and “type of service”, the region and the body responsible for its provision are automatically determined.
In your personal account, the applicant can view the entire list of services he ordered, as well as details for any of the applications.
After the application is formed on the portal, information about it through the system of interdepartmental electronic interaction (SMEV) is transmitted to the SED of the relevant body responsible for the provision. This happens automatically (through web services).
In automatic mode, the application is recorded in the file cabinet of documents of a particular department – in accordance with the internal settings of the EDMS.
In addition, some attributes are automatically filled out in the application card, for example, “type of service”, “group of documents”, “type of applicant document”, “place of service”. The card reflects not only registration data, but the entire course of consideration of the application.
The files sent by the applicant are also available on the application card.
Further, the executors work with the application card.
They begin work by viewing the list of newly received applications. Further, the application is submitted for consideration and subsequent execution. All these stages are reflected in changing the status of the application.
Each change in status is automatically sent to a single portal (EPGU) and becomes available to the applicant. The applicant periodically brings the status in his personal account at EPGU, and in addition, he is received by warning by e-mail or SMS messages.
The implementation of the system eliminates the complexity associated with the interdepartmental interaction of various state authorities in the provision of public services.
In the subsystem of the provision of public services in electronic form, the functions of interdepartmental exchange of documents have been developed and automated, it is possible to track both documents movement routes and external sending (including e -mail).
Any movement or change in documents, resolutions or tasks, preparation and coordination of outgoing and internal documents can be carried out using an electronic signature, which allows you to organize a full -fledged legally significant document management.
A number of specialized reporting forms have also been developed that allow you to receive operational information on the progress of the execution of documents and instructions.
With the help of universal tools, you can add new types of services to the subsystem, regardless of the regulations for their provision. All settings are made through the performance of the standard procedures provided for by the system interface.This procedure can be carried out by any user of the subsystem in the customer's staff, who has been trained and has the appropriate authority.
Consequently, the need for additional software development for each specific public service by the contractor and the associated lengthy stages is eliminated: conducting a survey, writing terms of reference, programming processes and interface forms, testing, etc.
